Manfred Mueller was born on June 3, 1956, in Mechemich and is married to Rita. He has two sons. After graduating from high school (Abitur) in 1975, he spent two years in the Army. He then studied Chemical Engineering (MSc) at the University of Aachen.

From 1982-1986 he worked as a research scientist, specializing in nuclear reactor technology at the Atomic Research Center in Juelich. He received his doctorate engineering in 1986.
